Not silly and a good question as to if they were standard. Hope someone knows for sure because I didn't see a mention of turn signals in the 40 fact book at all and don't know when they were first offered by Packard.

40 and 41 180 schematics do show the front parking light wires that would normally be used for turnsignals but identify them as taped off. I would take that to mean the signals might have been available but an option so not standard. The schematics do not show the switch or the rear bulbs in either year. 42 schematics show the turn signal switch and wiring along with the separate bulbs at the rear.
