Too many unknowns to comment on the valve situation, let us know what your new mechanic finds as he opens it up.

Regarding the water pump, you don't say if the leakage is water at the packing or oil at the bearing end. If the former, it probably either needs the packing nut tightened, or perhaps some additional packing, both split ring and continuous are available. If you need the special packing wrench, Byron York in CT makes them. If oil leakage at the bearing end, the seals are common everyday parts which you could replace. Or replace the bearings (very common number) with sealed rather than open bearings and thus eliminate the need for periodic oiling. On the packing at the impeller end, remember that the correct adjustment allows for an occasional drop of coolant.
