Any experts out there? I'm sort of looking at this car.

According to the Packard Club's data, the engine number should be U49,501 to U90,463. The 89xxx number seems right, but it ends in a instead of starting in u, which seems odd. Also, the VN plate looks like a re-stamp.
Thoughts? Anyone know the car?
