Yes, the spacer is important for two reasons. First, it's part of the thermal insulation package to decrease the propensity for vapor lock. And secondly it establishes the positioning of the pump arm with respect to the camshaft lobe. If your spacer/insulator block is beyond reuse and you can't source one, easy enough to make one from some suitable polymeric material.
