Pretty clear they screw in, so check for threaded holes with the same spacing width as those in the bars.
If I had to guess: since they're non-decorative, slotted truss head screws, it's for the side panels or headliner, but only a guess. Maybe backing plates for something like chrome trim, dash, etc. but would have to be accessible for screws from behind.
'40 is before my time and they did things different pre-war. Tacks were used to hold sheet metal on to wood frames, not just upholstery.
