Those clearances are for the "120" engine, not the Super Eight. The 1937 Super Eight shop manual calls for 0.004" intake and 0.006" exhaust. And note the decimal point!

The primary reason the senior engine has the tighter clearances is that it uses roller cam followers whereas the 120 engine uses flat tappets.
