1940 120 help

Getting ready to powder coat my wheels. After blasting noticed the metal is pretty thin around valve stem hole. Thought about welding and adding a little material. Anyone have any ideas what to do or suggestions? Also need help with the cover around the clutch and brake pedal. Need help with which way the rubber grommets are put in. Thank you all.
