I don't know if 41 conventional models used the same type steering wheel as the Clipper but I believe they were interchangeable as far as fitting on the shaft.
In case they are similar look under the wheel for 3 recessed screws which hold the horn ring on. The emblem on those wheels is held by a chrome holding ring with prongs that fit in slots in the horn ring and then get bent over. On that wheel, none of the parts that make up the horn switch are visible or accessible without removing the entire ring from the wheel.
On the chance the wheels are the same or similar here is a photo showing the screw locations and also the pieces and electrical path of the switch.
