Packard and apparently most others didn't bother much with publishing torque specs until postwar. Believe the 39 axle is essentially the same Packard built basic design as those used thru 55. If your car has the small junior size axle with the nut thread being 3/4-16, these numbers from the 51-4 SM should work.
