For value it's hard to say and I'm not familiar with the market. I doubt it would really be restorable keeping the original drivetrain that this point, but who knows, so the "best" buyer would probably be someone with a similar car, who would either use it for parts, or have a very good sense of how to do an "economical" restoration. Really the same could be said about any car that makes decent financial sense to restore. Of course, for these early era Packards, such buyers would be extremely scarce.
