1937 120 front seat adjustment question

Hi everyone, we have a front seat in the shop and we are having a hard time moving the seat back and forth. We have the seat clamped to the work bench and when we pull up on the lever the seat does not budge. Here are a few photos of the seat. The 2 gears are in the groves. Is there anything we are missing?
