Embedded dirt, debris and rust in the tracks and brearings is an issue that often prevents movement and on some style releases sometimes the pot metal locking piece can get bent so it does not completely clear the holes. When bolted in the car there is a large spring between the bottom frame and floor that assists in pulling the seat forward. It relies on leg power to push it back.
