Okay,…so, it seams that whoever my dad had do the brakes 20 years ago wasn’t consistent. The left front has two of the bolts oriented the way you mentioned (haven’t looked for cotter pins yet). The right front has all four backwards.

Does this also apply to rear wheels?

The photos are before I started any work and are in this order. Also note that the primary and secondary springs on the left front are backwards.
Left front
Right front
Left rear
Right rear.

Also, for my hand brake, There is clearly a spring missing so the ratchet does not engage. It looks lie the spring should hook to the end of the rod tied to the release lever. But, where does the top of the spring connect? I have a picture (below) that shows a spring that isn’t there now. Even in the picture, the top of the spring isn’t connected….where should it connect?
