1930 std 8 valve cover

Went adjust the valves on my 733 and found my cover coming apart and the inner piece rubbing quite a few valves. Sandwiched between the inner and outer pieces was this very thick cork.
Can anyone tell me its function? Was it there to absorb valve train noise?
Any help will be greatly appreciated.
