Also a 38's have a decal and not a plate for the VIN-easy enough to check.

Phil, a little piece of Packard trivia for you, apparently the Canadian-built 38 Packards continued to use a metal patent (VN) plate, I ran across this during my data-gathering for the thief-proof project and the owner thoughtfully provided me with a photo of the plate.
