You can check the interlock by removing the cover assembly. No need to remove the external shift arms, just disconnect the linkage from them and take out the 6 cover bolts. The cover will then lift off from the transmission housing. You may have to tilt it to one side or the other to get it out.

The attached photos are for a disassembled early 1941 cover which should be the same as yours. The internal shift forks and interlock spring and balls are shown outside the cover to give an idea how they are arranged. The spring loaded balls allow the shift forks to click from neutral to a gear and the ones with the solid spacer prevent being in 2 gears at once which would cause the transmission to lock up.
