Packard was a significant exporter of cars, given their volume of production. There is a table of exports by year in the Kimes-edited book. Copyright prohibits me from scanning it but here's some data. Beginning in 1935 the majority of exports were junior cars. I have some prewar records from the Finnish dealer Autola Oy which shows about 95% of their imports were junior Packards in the 1937-40 era.

1958 245
1957 312
1956 408
1952 1773
1951 1030
23rd series 1920
22nd series 6243
21st series 5536
1942 1655
1941 2115
1940 6375
1939 5457
1938 6670
1937 6675
1936 7065
1935 4268
1934 837
1933 609
1932 558
1931 825
1930 1932
1929 3941

Etc.

Their dealership network overseas as of 1938 was very extensive and included Albania, Arabia, Argentia, Australia, Austria, Belgium, Boliva, Brazil, British East Africa, British Honduras, British West Indies, Bulgaria, Burma, Ceylon, Chile, China, Columbia, Costa Rica, Cuba, Czechoslavia, Denmark, Dominican Republic, Ecuador, Egypt, England, Estonia, Finland, France, French Indo-China, French West Indies, Germany, Gibraltar, Greece, Guatemala, Haiti, Hawaii, Honduras, Hungary, Iceland, India, Iran, Iraq, Ireland, Italy, Japan, Latvia, Lithuania, Mexico, Morocco, the Netherlands, Netherlands East Indies, Netherlands West Indies, Newfoundland, New Zealand, Nicaragua, Norway, Palestine, Panama, Paraguay, Peru, Philippine Islands, Portugal, Portugese East Africa, Puerto Rico, Rhodesia - Northern and Southern, Roumania, Salvador, South-west Africa, Straights Settlement, Sweden, Switzerland, Syria, Tunisia, Turkey, Union of South Africa, Uruguay, Venezuela, & Yugoslavia.
