Pat,I don't know if the 34 and 35 steering is the same but the 1935 Shop manual has some pretty good explanation of adjusting the steering.https://packardinfo.com/xoops/html/modules/article/view.article.php?358
If the White House had kept FDR's Packard 12 they wouldn't have these clearance problems.
