32 overheating

My 32 is overheating when in bumper to bumper traffic. Temperature have been no higher than 80. Regular road speed and hill climbing no issue. I had the engine rebuilt last year and it was running warm. Recored the the radiator with a modern core. No problem if I'm moving doen the road.

Noticed the last time I took off the radiator cap, and the coolant was foaming. It had not overheated, and temp was a mid gauge when this was observed. I had traveled about 17 miles. I use a mixture of water and anitfreeze.

I am getting the water pump rebuilt to eliminate the packing leaking slightly.

Any ideas?
