I'm not saying it's not a 640, because it is, but I disagree that they didn't built a 645 coupe. Both the Standard Catalog and Turnquist's book identify a 645 Deluxe Eight coupe, body number 378. Packard info photo:

And to answer your original question, yes those wheels are correct if they are 20-inch.
