The original unit on the Packard in question was simply a cutout and primitive voltage control. Amperage output was adjusted by moving the third brush on the generator and not by any regulator. Sounds like this generator may have been altered to work with a modern, 3-pole regulator. If that's the case, how you put it back in service is going to depend on whether you just want functionality, or if authenticity is important.
