No idea what the gooey stuff is unless congealed grease or undercoat.

The brackets are welded to axle housing but U bolts will come off. Give them a good spritz of penetrating oil down into the steel bushings & let them sit. With the water your car apparently sat in, am surprised anything is coming off without grief. A good job so far.
