If it is in reverse position there is a setscrew you can access by removing a rectangular plate at the bottom of the housing and remove the unit off the shaft. If not in reverse, remove the snap ring on the shaft at the bottom to remove the sector. Take the two screws on outside top above the broken finger piece off and the metal plate with fingers should come off. That will expose the gear sector and you can see where it needs to go to access the setscrew. If it is the square head you might be able to remove with narrow vise grips. If a regular setscrew and you can't get the allen wrench on then you may be able to rotate the worm gear with your fingers to move where you can work. If not use the drill as O_D suggests
