There were also frost plug heaters available for these old cars. I have one somewhere in my parts bin. I also have a electric heater with a magnetic base that can be attached to the block or oil pan. I regularly started the Bombardier snowmobile which used a Chrysler flathead inline six with 6 volt electrics at temperatures as low as -40. The trick was to drain the oil and warm it on a stove and bring the battery inside and warm it also. With a block heater and an electric battery blanket there would be no problem starting a Packard on 6 volts either if the car is well maintained.
