You're referring to the rubber dust cover for the adjustment slot? That's a generic part, not specific to Packard, but universally used in all cars that used the Bendix brake system. My auto parts store still has them, I'd bet Steele has them, and at flea markets some vendors even give them away. There was a period of time when they were made of steel but the rubber ones are the most common.
