J1703 is the SAE spec for DOT3 fluid. You can download a pdf if you want to see what it entails but basically details how the fluid is formulated and how or what chemicals it is made from or how it can or cannot react to other materials in the brake system and how much water absorption is permissible.

If you want to follow the letter of the mfgs warnings then use only the old DOT3 fluid but you might also ask Kanter if there is something specific that would not work with silicone. Silicone is, I believe, a bit thinner or less viscous than glycol fluids so that could be a reason.

If it is a new repro cylinder copied and based entirely on an old original that never had a modern engineering review the warning could also be a CYA statement to keep a lawyer happy since that was what was originally specified back then.
