Ok I think after a meeting of the minds, I have things figured out pretty well.

The two 1x2s that the cardboard panels attach to are actually each two pieces. There is a short piece in the rear, and then a long piece in the front. There is a gap to allow access to the body bolt. This also explains the "mouse hole" cut out in the cardboard as described by TxGoat.

Also, here are some other pics of the area under the rumble seat so you can see the front wood support with the metal seat clips and the wooden support blocks in the rear with the seat clips.

While the rumble seat was out, I scrubbed it and painted it to match the door panels.
