Good point. I seem to recall reading that the purpose of burnishing was to forcibly expand the bushing. While it did get the inner bore to the appropriate size its primary purpose was to force the outer diameter of the bushing to enlarge and fit more tightly in the retaining bore so bushing was less likely to move or rotate.
