Page 22 of the steering section tells you how to check for clearances. Make sure that some end clearance actually exists between the two parts of the pump, and the housing.

If you can't move it at all, the inner part is stuck. If you can move it very slightly, the outer part is stuck.

All I can say is to make sure there is no debris, burrs, or misaligned seals/gaskets intruding into the gerotor cavity.
