Can't answer the safe to drive question but have you tried Eaton Detroit Spring on new ones. Packard does not show in their drop down menu so I don't know if they still accept Packard orders and it will probably take a phone call to find out. They claim to have thousands of original blueprints they can use to make springs to order and also mention doing custom springs. They made front springs for my 47 but that was 7-8 years ago.
