You need to be able to turn the cylinder in order to get it to the spot where it can be removed, so either a key that fits or trip to a locksmith.
Note that GM for many years used the same Briggs & Stratton key blanks as Packard so that may be another possible source for keys to try.


Yes, it's counterintuitive, but you must pick and rotate the cylinder to a position where the key couldn't be removed if the lock were operating normally, to be able to remove it by depressing that retaining wafer.
