Not sure which plug you are referring to but the case is vented to ensure pressure does not build up inside. Only thing accessible from inside car is the vent itself which can be a convenient (but slow) place to add fluid and may be the plug you mention.

It is on top of case and by removing the small plate located in center top of tunnel when seat is back and carpet pulled away. It is a fitting that screws into case and originally had a loosely crimped on dirt cap and mesh. If used for filling, sometimes the cap was loosened too much and then fell off just leaving the mesh which could be lifted out and fluid poured in so the fitting didn't have to be unscrewed.

The proper fill location and dipstick is from underneath and requires a pump type filler. On drivers side of trans almost by the accelerator just behind torque converter housing at the case junction is a small twist off cap with dipstick.
