The carb still has a delay when I step on the gas. Works fine if I sneak up on it. Why?

That could be a number of things but suspect #1 would be the carburetor accelerator pump. Either the plunger is worn out, the linkage has excessive wear and play, the check velve(s) are not functioning properly, or the jet is clogged. With the engine off and the air cleaner removed and the choke valve help open, the very first initial movement of the acclerator linkage should result in gasoline discharging from the pump jet; with a firm full stroke of the accelerator linkage a steady steam of gasoline should discharge.

If that checks out OK, I'd check for a vacuum leak somewhere, possibly the distributor vacuum advance diaphram if you checked other likely places.
