Henry, the cracks in the block being on the outside should repair. However, a .012" taper in the cylinders is more than a ridge ream and honing will fix. If I recall correctly .005" - .007" taper is max without reboring. I would say that you need at least .020" boring of the cylinders and new over sized pistons. Jack Vines is the resident expert here on these engines and can provide good advice based on his vast experience. I know you are on a lean budget, but it is better to wait and do it right than to have to do a second time.
