The fact you can weld to my mind is a huge starting point. I don't know the rest of your skills as compared to Keegans but look at his blog and the rust he has tackled for some inspiration. Harbor Freight metal working tools are relatively inexpensive and with a lot of fairly flat pieces, the general shapes of what needs repairing might be within your capabilities.

I would guess it all boils down to how much you like that particular car and style. How much you have in it vs how much one in possibly better condition would be and how much would you loose selling this vs biting the bullet and buying the needed pieces..
