It might not be... if you read past threads, you'll find several that caution the reader to block the oil outlets in the lifter gallery before messing with the spring retainers. Otherwise a retainer can easily end up in the oil pan (as you see). Chances are it's just a retainer that got away from a butterfingered mechanic who didn't block the oil outlets. You can check your spring retainers easily enough by removing the lifter covers. I suspect it's just one that got away and was replaced during a valve job in the distant past.
