Yes, that tire could blow at any time without warning; I wouldn't drive on it anywhere. I had a tire with a shifted belt, the separation in the tread was not as long nor as wide as yours. I jacked that axle up until the tire was off the ground and waited for the new tire to arrive. I heard a pop and then a hissing sound, found the tire blown. This happened with absolutely no weight on that tire. So I think yours is clearly unsafe.
