I don't think all the holes are used to clamp the bottom to the top because they are not needed.

Be aware that it is a 5-1/2psi HIGH PERFORMANCE fuel pump. It should work fine in any application conceivable for a Packard V-8.

The actual P/N from Summit CRT-M6905 for 352-460 Ford FE engines.
