Packards from at least the mid 30s onward that I have seen had a metal to metal connection as shown this photo from the 55-6 SM. I would suspect someone replaced that vacuum advance with maybe a GM or aftermarket unit. I think many GM cars had the hose connection but it is also possible some upset mechanic got tired of fighting the solid line when he timed the engine and cut the tubing and added a short length of hose to make a flex joint.
