Excellent observation on the wheel. It is something home made for moving a car with a locked up wheel. It is very crude but it does the job to get a car on and off a hauler. As far as the crest I can not say for sure. I would think that the larger company's would have their own logo on the door. I have not been too successful finding information on Packard taxicabs.
