Simply, the object it to be within the specification range of torque with the cotter pin installed. So if you're at the low end of the torque range, try to tighten to the next cotter pin hole, yet staying within the range; if you're at the high end of the range then loosen to the next cotter pin hole, still staying within the range. If neither works, try a thicker or thinner washer or just dress off a few thousands of the existing washer.
