Yes, the washer (listed as the
shoe anchor pin guide plate in the parts book, Gr. 1.406) is missing in IMG_2182.JPB, but the round one that's shown in IMG_2175.JPB is correct for 55-56 Senior cars. It can also be seen in Fig. 2 of the
Brakes secton of the factory Service Manual. The round washer is a legacy of sorts - dating back to the introduction of Bendix brakes used on the 17th Series (1937) cars.
What you refer to as the football-shaped washer is appropriate only for Clipper and Exec models. I believe that's a carry-over from the smaller, 11-inch brakes that were introduced on the 54th Series Clippers. However, the part itself was actually first used on 18th Series cars (one year only) that were fitted with Packard brakes.
