Am going on the assumption you are referring to AC in the 54 Patrician which started this blog. AFAIK, there is no separate AC operating instructions other than what is on pages 18 and 19 in the 54 Packard owners manual.

As to where the wires go, referring to this AEA diagram all components inside the broken line box in the center of the diagram are in the control housing on the steering column. The broken line box on the left is an externally mounted power relay located under the dash and other than the solenoid valve on the fender near the compressor, everything else is inside the evaporator box.

On the center switch one section turns the system on and off via the external power relay and continued turning operates a rheostat which changes voltage fed to a heater coil wrapped around the thermostat inside the evaporator. The increase or decrease in heat biases the thermostat to make it harder or easier for the cold air to move the mercury inside a glass tube. When the mercury touches a contact embedded inside the glass tube it is like turning a switch on or off that in turn works a small relay located inside the control module on the steering column. That relay controls a small amount of stabilizing power going to the heater when it also turns the solenoid valve off or on to control the refrigerant flow to the evaporator. When the mercury in the thermostat moves away from the column the relay drops out and the cycle repeats as needed to keep the temperature constant. The two blower switches will not turn the blowers off but only control speed individually for the blower that is located on their respective side.
