Could it possibly be the speedometer cable?

If it is a wheel bearing issue, check the bearings carefully and also see that that both the spindles are the same. If the car ever had a locked wheel bearing, one of the spindles may have been damaged and altered, or one hub may have been damaged an re-machined. (Not a good idea, but some pre-war cars had some creative repairs done due to wartime conditions.) A seal may have come unseated and be rubbing. I'd want to find the issue before doing any driving.
