With the front drum removed, the inner wheel bearing is held only by the seal, and some movement would be normal. You have a puzzling problem, it seems. Normally, any rubbing issue with the brake parts would quickly leave some evidence on the interfering parts. Could a brake drum be contacting the backing plate when the car is on the ground? Look for evidence of rubbing where the backing plate outer edges interface with the drum rim.
