The return hose just has screw type clamps to hold it to the fittings. Return side has virtually no pressure to worry about.

On the PS hose routings check out parts plates illustrations 31C or 31D depending on whether your unit is a Bendix or Monroe unit. The routing is almost the same for either until after the final clamp.https://packardinfo.com/xoops/html/modules/partslist/platelist.php?cat=26&partslist=1955-1956

That large curved rubber piece your photo shows near the pump is supposed to be positioned near the rear of the long fresh air vent tube just before it transitions into the fabric duct. A large hose clamp is what holds it to the tube. If your clamp is missing you can buy something very similar at the home center. Look in the heating and AC dept for the clamps used for holding the large 8" or 10" flexible type heating ducts to various metal room duct outlets.

At the rear of the head there should be two metal straps fastened to the Ultramatic throttle linkage bracket. Those will place and hold a hose on either side of the vertical part of the bracket. From there the hoses drop down to another clamp and rubber piece which is bolted to the frame. They then make a final loop into the PS unit. At intervals between the fixed clamps there is what is essentially a tie wrap. Instead of todays nylon ties, Packard used a thin metal strap -- usually brass -- that was typical for the time.
