If it's a dowel pin it sure is a short stout one! It looks more like a roller bearing to me but I'm not familiar enough with Packard V8 engines to know although I don't think they ever had one so maybe it was something that someone just dropped in for some reason. Is it magnetic? Sometimes magnets were put into the pan to collect fine steel particles.
