Hard to tell from the picture, but on all those clocks there was a soldered safety piece that would fail and melt away if points fused and caused a short. This was usually because someone bypassed the fuse or put too large of a fuse in place. You can resolder that wire and then check the clock again with a fused power wire. If the fuse blows right away, then the winding in the winder is shorted.
