There should be a float and the unit itself is bad but you can get a new one at Napa if you ask for 1957 Thunderbird.

I'm not sure what the device is you're talking about the brake line but it should run back to the tank without any detours. Based on the condition I'm seeing in the photos all your brake and fuel lines should be replaced and Classic Tube should have both. They have a stainless option too and if you go that route, be sure to specify to also supply the fittings in stainless.

When buying these longer tubes, anything over 8' in length has to be trucked so Classic Tube will offer to coil them up to save on shipping but I prefer to keep them straight and pay the extra. They can also cut it and put in a connector but that's not advisable either as it's just one more place that could possibly leak.
