Interesting. Your pedals seem to have the same small step or ledge at the base of the vertical arm as the later pedals. I would think the small seal end still goes down to rest against that ledge making the seals move with the pedal. When pedal is at the top the wide end will compress against the toeboard to keep air out. Any other orientation would mean the arm would either need to slide inside the hole in the seal or narrow end of seal would somehow need to fit inside the toe board hole for the wide end to hit against something and stop any air. Either I would think would damage the seal very quickly.
